FCP X uploads to YouTube only showing up at 360p

Can anyone point me to the right answer here of how to get high quality uploads onto YouTube?

I've been making videos using FCP X. I export them either directly to YouTube using the uploader or I upload via YouTube's uploader.

The native file that I'm exporting is 1920x1080p, 29.9 fps, ACC audio. But when it gets up to YouTube, it's only showing up as 360p.

I've looked all over the net and found the right settings, created a compressor work flow to get the right file parameters, did an inspector on the resultant file - so I'm sure I'm using the right parameters as the inspector is giving me the right parameters in it's report - but YouTube still only shows them at 360p.

Anyone have an idea of how to combat this? It's very aggravating.
